b. You are also required to notify HDB of the subsequent renewal and termination of the subletting and changes to your subtenants or subtenants’ particulars within 7 days from the dates of the events.
c. You must provide your subtenants’ particulars and other subletting details at the time of registration and inform HDB of any subsequent changes.
If you did not register the subletting of bedrooms with HDB and inform HDB of subsequent changes (termination, renewal of subletting and changes to subtenants or subtenants’ particulars) within the stipulated grace period, the subletting of bedrooms will be considered unauthorised. HDB can take action against you under the Housing & Development Act which includes the imposition of penalty. For repeat offenders, HDB can compulsorily acquire the flat.
Owners are not allowed to sublet their bedrooms on a short term basis. The period of subletting to each subtenant per application must not be less than 6 months.
The maximum subletting period allowed is three years per registration or as indicated in the letter of acknowledgement, whichever is shorter. However, for subletting involving non-citizen subtenants (excluding Malaysians), the period of subletting per registration is 1.5 years or as stipulated in the letter of acknowledgement, whichever is shorter. Non-citizens refer to Singapore Permanent Residents and foreigners. You are required to register each time you sublet your bedrooms or when you renew the subletting tenancy.
1. Owners and all the authorised occupiers must continue to live in the flat with the subtenants during the period of subletting. In the event that the owners and all authorised occupiers do not live in the flat, your registration for the subletting of rooms shall be revoked automatically and the subletting will be deemed as subletting of the whole flat without HDB’s approval and appropriate action will be taken against you under the Housing & Development Act.
2. As a flat owner subletting your bedroom, you will be responsible for making sure that:

- Your subtenants have entered and are remaining in Singapore lawfully at all times while the subletting is in force.
- Your subtenants comply with all the covenants in the lease and the provisions of the Housing & Development Act and that you are responsible for all infringements, if any, committed by them.
3. Owners are responsible for surrendering the flat to HDB if the flat is repossessed by HDB.
You must register your subletting with HDB. You can register online at My HDBPage.
